Because world building is simply not as important as the characters. If you have poor or uninteresting characters, why would I continue reading your book and learning your lore? People are also more improtant than the world because people build the world themselves. Personally, I didnt create every single character first, but started with the main ones as a baseline, decided who they were, what they wanted, what their struggles are, then built a setting around them where they would fit.
