Suppose I'm a bantu tribesman in Africa.
I can study the books to which the Quixote refers, and thereby develop an understanding of the Quixote itself.
I may even bring my own unique experiences (facing down lions, for instance) to the text in ways a European couldn't.
I can read the same novel as well as — or perhaps even better than — any European.
It would just involve more effort.
This is what is meant by universality.
Not that great art immediately speaks to everyone, but that great art can — if one puts in the effort — be understood by anyone.
