I just finished Oblivion today, and I was able to make sense out of most of the stories, besides the Suffering Channel. The plain difference between this and the other stories is it is third person, and doesn't afford us a chance to see a reflexive, abstracting, toxic consciousness. Thinking about it as a commentary on DFW's own work (as it seems he often did), it makes some sense, but that doesn't seem like enough. If his mission was to create the most (may God have mercy on me for uttering this word) banal and mundane situation void of any human connection, he may have succeeded. I feel like there I am truly missing the 'meat' of the story. What did you make of The Suffering Channel?
