Gramsci understood the modern "Prince" (per Machiavelli) that is capable of fulfilling its historic mission to be the political party, which is when a collective will begins to take concrete form. Xi is nothing without the party, and the party is nothing without the people. You have to focus on improving people's situation in the real world and not get too up in the clouds, but of course, a strictly utilitarian approach to things is no good either, it's supposed to be meaningful. But the mythic individual leader emerges from the party and becomes a heroic figure, a "Great Man" essentially, when historical necessity requires moving at a rapid pace. This isn't a "Great Man" theory of history though, fashoids confuse the two because they are full of Heideggerian stuff about the Fuhrerprinzip.

Masses form organization, party, discipline, unity, and then the mythic individual leader becomes concrete and then they move super fast. It's like the moment you go Super Saiyan and push it to the next level, and the times call for it:
