Can I matriculate into a creative writing PHD program if I didn't study English? Know of any good programs in Europe?

Ever since I started reading literature religiously, I've begun to hold myself to a higher esteem than many of my surrounding peers, especially towards the one's who don't read and only watch television. But, like, I even sort of feel this way to those who only read YA fiction and fantasy; so does reading canon literature just make you a pompous individual, or have I just given into the meme?
