This is very late age of sail, incipient steam era. The hero ships are a steam/sail yacht-cum-frigate and a steel hulled barquentine. It was bretty good and the author was an intercollegiate sailor.

This is good and not a romance even the cover art might imply that. It’s a gunpowder fantasy set in late Victorian time period. Almost as if Jonathan Strange and Mr. Norell had continued. I think that author is like 30 and it’s definitely a guy.
