Morality is typed, in the computer science sense. That is, certain moral actions may not be comparable with other ones, or may always come out as a "greater" or "lesser" moral evil.

As an example, take the famous utilitarian dilemma of "is it morally correct to brutally torture a man for 40 years in order to cause nobody in the world to get sand in their eyes for 5 years, assuming the discomfort of the eye-sand will outweigh the torture?"

In this system, the answer may be "No, that doesn't make sense. Those two types of moral evil cannot be compared in any meaningful way, as their types are incompatible."
