Literacy, as it's commonly understood, is a meaningless term.
The ability to encode and decode linguistic symbols does not necessitate the ability to communicate ideas or meaning.

Most people are functionally illiterate, because they use language as a form of signalling / posturing equivalent to a gorilla beating its chest, or a small mammal standing on hind legs to deter predators. It is a form of communication where the text itself does not contain meaning, the action can be any arbitrary motion, and serve the same purpose.

Most people are functionally illiterate because they are incapable of embedding information into text, or extracting information from text. They use language for performative social signalling, and interpret all use of language as performative social signalling.
