The ideological underpinning of free speech is that it is a natural right, and thus just governance exists in order to secure that right rather than infringe upon it. When the government is not protecting your natural rights from infringement by other parties and institutions, it is in abdication of it's core responsibility as a state.

Consider that the fourteenth amendment actively extends the equal protection clause to all citizens and prohibits private actors from infringing on this right - This is the proper interpretation of constitutional law. However the First often is not interpreted in the same regard (at least in popular conception), despite the powers of the constitution being the same and the wording of the two amendments as de-facto only applying to state and federal powers being the same. This is simply a political convenience which allows the powers that be to infringe upon your natural rights via a proxy entity.
