Depends on what you mean by filler. I'd personally say that TWI has next to zero filler, even slice of life chapters are either very entertaining to push the plot or character developement forward. There are many side povs, but they are always fleshed out and serve expanding the world and other plotlines.

But if by bloat you mean that it's not really focused on just one main storyline, then it probably can be called bloated. That's what you get when you try to do Epic Fantasy webnovel, though. Although pacing is indeed an issue. But it is meant to be read as two new chapters a week, not binged in one month, so attributing proper 'pacing' to webnovels is a bit flimsy.
