Yes, Blacks without higher level, or even those with a average level, education have a lower employment rate than whites, but this is a symptom of a layered and complex problem that Coates seems incapable of understanding.

Also your own proof contradicts Coates thesis, Blacks who are "twice as good" do make it as far they are told they would.
