There is such an aphorism:
"The strictness of Russian laws is mitigated by the non-enforcement of their implementation." (attributed to Mikhail Saltykov-Shchedrin (probably not)). (It doesn’t sound so bulky in our language.)
It’s kind of like our way of thinking:

Government/International law//Reptilians and so on:
