Yes, Severian is the conciliator. Urth of the New Sun makes this explicit via time-travel stuff that I still don't fully understand. As far as I remember Dorcas was just a normal girl who died from disease or something, it's not like she has any special qualities beyond being brought back to life by the Claw. And I agree that the Salamander was the coolest monster, although the Autarch's mutant troops were pretty cool too.
I just got a new edition of the books and I'm really looking forward to re-reading them.
