that is to say, can you have a novel which has the same subject matter as say, pic related, while still being considered wholly literary?

if so, what are some books that are an example of this?

Why action in books is somewhat not very much acceptable? I mean, it worked well for the Percy Jackson series (for an example) but is not something that I see relatively frequently in books, even in genres like fantasy.
