Communication technology is responsible for this but rather than just a language of symbols it seems to be a new post-national folk culture of which creators a more numerous than ever before and therefore the development is more rapid. unlike traditional folk cultures (which are already dead in the west) the participants are not in anyone place and only engage with each other over the internet, more or less a mental realm.
Until recently it was very shallow, just in jokes which multiply by integrating references to the outside world (OC which repaints pepe as a pop culture character etc) but in the latest developments you can begin to see an emergent mythology which reveals truths about the authors and rationalizes earlier memes. I think this justifies the view of all this a genuine neo-folk culture, more to your point people even in the same house hold will inevitably talk past each other because very soon people will belong to meaningful different cultures which are not bound to space. although you could speculate that greater part of humanity will belong to facebook and its doubtful they will develop meaning themselves rather than facebook algorithms determining it for them
