It's not like we have an actual headcount of Hogwarts. I'd say it's reasonable there's at least 2,000 students at any given year, so only 10K wizards in all of England is quite low since Hogwarts is only those aged 11-18.

Plus there's other schools in the world, one just across the water. The one with the French whores.
