I think how far you take it must depend on what you're ultimately going for, the tone, who your audience is, what the conflict of the story is. If you're basically going for a cutesy romance wish fulfilment (nothing wrong with that) then you should tone it down to not make her unpalatable. The conflict then resides more in improving something that already works, maybe her tribe doesn't approve, maybe they have cultural differences but they can be bridged with a little effort and they develop a new understanding for one another. Something along those lines. Maybe it's not much of a problem at all and the central conflict is about something else if they go on an adventure together or whatever, you can also intertwine the two.

I know I would crank it up all the way to eleven with two outcasts, one uruk and one human, and the conflict would be focused on what I detailed above because that's what I find interesting. To make the romance itself the central struggle, and make it almost unresolvable and very high tension.

Yes, that's the beauty of it, it would be relatable for a lot of people. That's an aspect in the fundamental relationship between man and woman, the passionate hatred and love, the lack of understanding but also the attempt at unity. Such a story would say something about the human condition and it would make for a good read I think. It's just hyperbole reality.
