Was Nietzsche a race traitor, or were the Germans really as dumb as he said?

Is there a philosophical or evolutionary reason for sudden, unprovoked rudeness and hostility? I’m not talking about “an eye for an eye” or self-defence, I mean complete random aggressiveness and tactlessness in social situations. Insulting and verbally attacking people out of nowhere comes to mind, especially for trivial things like someone’s hobbies. Is there any sort of measurable reason why this phenomenon exists?
