I personally think it depends on what kind of drugs we are talking about; Stimulants,psychodelics,sedatives or painkillers?
Is the writer using those drugs as a tool to enhance it's efforts on the senteces he or she is typing everyday?
Huxley used LSD and psylocibin more than a tool rather than a late night snack compared to the relationship that S Thompson had with drugs,he did them as a routine; the guy even made a schedule.
Maybe by playing devils advocate,you could say he wanted to taint his prose with the lense of drugs so he could stare into the Abyss willingly and not passively. He would willingly adapt to his environment to thrive and not let the environment thrive over him by subjugating him like an ice cube on a pan melting under Arizona's bright yellow lemon on the sky,but be the icecube to freeze that lemon out and unkindle that yellow giant; make that lemon play by the cube's holy book.
