High fantasy is based in a different world/universe with its own rules, mythos etc, e.g. Tolkien.

Low fantasy takes place in our world but with a few changes/exceptions to how we know things to work so the fantastical happens in a setting that's recognisably ours, e.g. Gaiman's Neverwhere and Rowling's Harry Potter.
