that's the obvious explanation yes, but the bigger connection I think is that China is a prime example of Land's view of capital, the Terminator meme view, where it (capital, the non-human or anti-human) has to assemble itself using its opponents' resources (humans). You are of course aware of how China's growth depends on being the world's mass-production hub—all that money flowing into China, an ideological enemy enriching itself, a position the USSR was never able to pull off in its relationship with the blocs of the world. We are left to wonder, "is communism a more efficient reproductive or growth strategy for capital than liberal democracy?" Answer appears to be yes, though this assumes one only cares about that single variable, the integer, the flow of numbers. So how DOES Skynet build the Terminator? Well, they held on to the pieces of the one sent back in time that man destroyed, and reverse engineered it from those. And how does "communism" in the sense of an authoritarian regime that uses and stewards its population like livestock unleash capital? It gets rid of all those liberal-libertatian annoyances that come up when human-centric concerns clash with those of the non-human. China won't take over the world and it doesn't have to. It's just the cradle.
