Empires are fated to collapse. Change is the only constant in the universe.
You can also look at it a different way. The empire broke up into pieces. The Catholic Church, the Turkish empire, now republic, and Russia, are all the heirs to the empire. You can think this preposterous, but it’s as preposterous as an old man being the same person as the in his baby pictures.

Just read this. It's kinda dragged out and he dismisses biological explanations for civilisation (i.e. average intelligence), but it's interesting none the less and has a fairly robust explanation of why civilisations reach a peak and then start to struggle. I'd never heard of the Ik, and their situation sounds terrifying.
