A world government (or, less likely, every national government working together) imposing a mandatory Earth-wide one-child policy would definitely necessitate some killing and "human rights abuses", likely including forced abortions, infanticide, and the execution of dissidents. The average plebe is much too selfish and shortsighted to make personal sacrifices (ie not having children) for the greater good of our species. If we were going to go through the trouble of doing this we might as well go with >>16724385 and "clean up" the gene pool for the sake of the 0.5 to 1 billion people who would inherit the earth.
