Who said anything can be done about it? When the Soviets were nuking Novaya Zemlya it was an act of desperation. A nice tie-in with a bit of Cold War trivia.
Besides it's not like a lot of "classical" Mythos derived works did not suffer from the "Something can be Done" syndrome. Even in the original Lovecraft's works something was always done (sometimes at a sharp end of a sea going vessel).
