They literally have measurably smaller brains and less brain cells. Obviously it would improve somewhat if we, smarter whites, used technology we created to help them with hygiene and infection prevention. I'm confident that blacks' IQ can improve quickly with infection prevention and proper nutrition. But then we get a jump from 70 or so IQ to 85 or so, and then they reach about their genetic ceiling.
