If they take the sculptures and paintings as a reference for the beauty standard, then it's no wonder. Because classical art always tried to convey an idea (in the Platonic sense), be it strength, be it beauty, be it pain, etc.
Making art explicitly sexual was not considered real art. And a big dick would draw all the attention to that part and make people think about sex. Just like unnecessarily large tits would do. It doesn't mean men didn't like big tits back then. It's just that when the artist would decide to do that he would think in a sexual way and that would disqualify his art.
