I think trying to distinguish between the two to be impossible and a fool's errand, at least until the nature of consciousness is better understood, either towards your reductionist mechanical view or something higher.
What is clear is that you would create a mouse utopia devoid of progress in order to chase a hollow concept of 'fun' and 'happiness'. Suffering is necessary for survival, why would people in a wirehead society continue to procreate?
You'd have to set up the wombatrons to keep shitting out idiots to plug in just so you would have a reason to keep the lights on, it'd create the meaningless world you imagine yourself to be in.
If people (other than you) find reason in the current world other than onanistically zapping themselves, then there is reason to be found in an existence of suffering.

You need to learn to appreciate, if not enjoy suffering. It's all very silly and funny if you have the right perspective.
