Why does Locke bother talking about consent of the governed and popular sovereignty but then do a U-turn and grant sovereigns powers that are outside of popular control?

Why does Locke talk so much about the consent of the masses when a shit tonne of the latter half of his Second Treatise doesn't even put it into consideration.
