Of course it would be the best of all possible worlds if people integrated their 'dark' traits, and flaws were perceived simply as misaligned incentives. But society still needs some semblance of enforcement on 'bad' behavior to function. What you are looking for doesn't require psychology or some kind of institutional practice. It requires a radical shift in human consciousness and nobody has any idea how to do that on a mass scale. I'd love to give everyone a copy of Jung and beat them with the Red Book for not reading it, but that really won't change things, would it?

And of course 'bad things happened to me' does not make doing bad things to others permissible. Trying to excuse that is a huge metaphysical evil.
