Best instructional book on writing clearly and effectively?

Someone's plagiarised half my poem and posted it on pastebin. I wanted to submit this poem to a magazine and everything. That'll teach me not to post here for critique...

Anyway, what do? I've reported it, posting my original version in the report. I doubt they'll bother with a non-copyrighted poem though. And also, it says "report abuse" - ripping me off isn't exactly abuse.

Inb4 stupid anon posting work on 4chan... I know - I will change my ways. However in the meantime, what can I do? Are there any magazines that don't mind if your work has been published elsewhere?
