Do universities encourage personal expression in writing, or do they look for uniformed neatness like high school?

In almost all of my English classes my professors show examples of "good" writing that got the highest marks in previous classes. These were both essays and fiction.

It was some of the most basic, bland work I've ever read, it was like Hemingway except even more simple.

Also, one of the students asked my creative writing professor what he thought of Joyce. He literally said "I do not like or encourage turgid writing." And refused to answer any more questions about it.
