Ah I think I see. You believe these people can actually be educated. That is false. Classroom effects on educational attainment are 2-3%. The difference between the best class and the worst, including the teacher, is tiny.
What IQ does it take to get your classical education, to succeed in college? At least 100 IQ. But of course 100 IQ is the median. Keeping the bottom half in school to learn Greek and geometry is worse than wasting their time, it is also demoralizing. Get them out into work they can understand and they gain both money in their pocket and a sense of pride that school was crushing.
Nor will they ever become learned yeoman citizens under any plan. They will move and vote with their tribe because that is the most abstract thought they can muster.

Too late, my wife's son loves the Greek myths. Then we moved on to Beowulf and he insisted we read it in the original. Neither of us understood a damn thing. We haven't read anything else yet though.
