You contradict yourself here. When I say that culture derives from biology this is exactly what I mean. I'm not at all saying that "it's all genes, environment barely matters", rather that it's a feedback loop in which one affects the other and, biology being played at much deeper levels and at a much larger timescale, it's the very base of culture, and you agree yourself when you talk about men and women. It's just a matter of degree, if differences between men and women are much deeper than phenotype IQ or aggression like you say, that doesn't mean the latter don't still hold true.
If sexual reproduction is the most important factor in our biology, and most of our biological reality is associated with that very fact, the same holds true for culture, where the majority of our cultural environment has to do at some level or another with reproduction, primarily of the species and secondarily of culture itself.

Turning it upside down, if environment matters (and it does of course), why would it not affect our evolution over large enough timespans? Not large enough to make blacks and whites different species altogether, but enough to make them noticeably different in behavior at large.

Well yeah but an agricultural/pastoral lifestyle is much more attuned to nature and similar to a hunter gatherer lifestyle than life in an industrial society.

This point of view is as miraculous as the environmentalist view you criticize is apocalyptic. What makes you think it will "just werk"?
Every day there's more people, more economic growth and more resources consumed, while less resources are left in the earth. If by "regulate itself" you mean nature corrects and most of the human race and many other species will die during this century, then sure.
The planet itself will not be destroyed or any bullshit like that of course, at least as long as we don't use all our nuclear arsenal because lol fuck everything.
