Because the major majority of muslims are indoctrinated since childhood, using fear of beating, ostracization and nightmare-inducing description of the eternal punishment of hellfire
which is also aired 24/7 on arab TV (usually accompanied by that downright-lovecraftian and depressing islamic chanting). And with that atmosphere of fear supported by the arab governments and their funded clergy, skepticism and critical thinking dies in their societies ("beard man speaks, me open ass, me take it in, me no ask questions").

As a result, it is near impossible for muslims (especially arabs) to have any form of individuality or the need to self-improve (me no need to read or learn, me do muslim stuff and allah with give me infinite booze and hoes in sky brothel after me die").
The only identity they can cling to is "being a muslim" for that's the only thing they have left despite know next-to-nothing about their faith other than what their clerics said to do and what not to do.
