The actual history is a bit more complicated (at one point he wanted to have a gap of a few years after the first three books, then a second trilogy, but found that it didn't work, scrapped it and had to replot the middle of the series).
Pic related is Martin's original pitch for the first book. You can see that it's very different from the finished version, but it contains the germ of the plot of the first three books (the burning of Winterfell, Robb and Joffey's deaths).
