Well, compared to traditionally published western literature... Well, there is no proper comparison. Perhaps an allegory will do.
Imagine you have a choice, a well made movie versus a high school play. Or perhaps you could listen to some artist on spotify or hear one of your amateur friends play a guitar. Maybe you could choose between a car made by one person or a BMW. In short, webnovels are, for the most part, long, neverending shit, that is unedited, full of plotholes (because authors have not outlined it thorougly) and constant branching of plots and things happening. They are not works of art, rather, they are trains of thought. While a traditionally published novel is a work of art that has taken couple of years to write and edit, webnovels push out chapters weekly or monthly with no end in sight. It's a public view into one man's jerking. The quality of self published smut is known well to be invariably bad while with traditionally published western works the quality is generally better and you can find genial works much, much, much more often than you'd find in some dark corner of the internet where some machine translated chinese shit exists.

I don't think Herbert would be one of the horsemen because he's not mentioned enough. The fourth one is a bit nebulous, see how "Other" was the 4th voted in that one poll. Maybe the RI author is the closest, maybe Erikson, or GRRM, even though it would mean SF is less represented.
