Uhhh wouldn't it just be better to have the elites exist in a system that excluded the bottom 70%? Like have a walled city/territory where the beautiful ones can live comfortably while the shitters have to scrounge around outside in a tribal hellscape? I cannot fathom having SEVENTY percent of the population chemically castrated (and desu it would make way more sense to just give the shit-tier males permanent vasectomies instead).
