Combination of different groups with different motives, combining towards the goal of mass immigration. I don't believe that there is just 1 thing at play here, its too simplistic an answer for such a complex thing such as democracy.
Progressives feel guilty and want to play white saviour, neocons want cheap labour. I think those are the 2 main groups, but there are a variety of interconnected issues and other groups, such as with Brexit. For example, corporations want to remain because London is a good place to do business because the UK is so great and they get access to the EU market, they only care about looking progressive as far as it gives them good PR.
