Nagisa is supposed to represent the ideal citizen that always works hard and does their best as part of the collective (family/society/etc), even if they can't do very much ultimately. That's why she wants to restart the theater club, so that she can work hard in a group. That's why starting a family with Tomoya is important to her, so that they can work hard together as a group.
