It is a a couple of things.

1. Fantasy publishing is a small world where everyone knows each other and are often in each others pockets. This means there is a very small group of taste makers that often function like a high-school clique and their reaction to self-publishing, which is a much bigger threat to genre fiction than it is to literary, is to tighten their grip as taste-makers for fear of losing relevancy.

2. People read fantasy for magical explosions, melodrama and "cool shit", not psychological insights or powerful command of language on the part of the author. Fantasy writers are not aiming as high and their works show. I consider myself a fantasy fan but I can admit that if all fantasy disappeared that we as a species would really have lost much in the way of culture. There are two fantasy writers worth preserving.

3.Fantasy is increasingly preoccupied with simulating the experience of other mediums in book form. This is a major killer of quality and what I mean when I say writers generally do not aim as high, have less noble reasons for writing than they could. People increasingly write to capture the feeling of playing a video game and this is part of why "rules based magic" has become popular. It appeals to the plebeian reddit conception of realism while also allowing for video game style magical combos attacks and other "cool shit" to happen in protracted battle scenes. Although a rigid magic system is not in itself bad or anathema to good fantasy I have yet to see a book that has both. Another medium people write to simulate is TV. Not much to say on this but you sometimes read a book and know they had the screen play in mind, they were writing for the HBO or movie adaptation not for the book. Finally the obsession with "world building" is the influence of table top RPGs and Video Games. A big world full of information surplus to the plot, characterization or atmosphere is fine, arguably desirable in games (table top or digital) where people have to first exist in a world and the story is generated by their actions. This translate poorly to literature and it comes across in a lot of modern fantasy, "shitty writing, cool world" is all too common as writers spend more time working on the lore than they do plot, character, and their own skills as writers.
