All progress is a fucking meme, history doesn't necessarily develop "upwards" in any way. After the fall of Rome, it took hundreds of years before the net production and infrastructure in the area the roman empire encompassed reached the level it was at when Rome was at it's height. Before the Europeans even discovered America, the Mayan civilization went from an actual civilization with cities and culture to tribes living in the jungle. This was a severe loss of material wealth, and probably also a substantial loss of technology. Cities were literally deserted and forgotten, some have only been rediscovered in the past few decades.
