What is the rule for comma placement with quotation marks? Outside or inside?

hey /lit/ i need some help. I am writing a paper for my AP Language course. It is due on monday and i do not have a thesis. It is pretty much on the creation and destruction of the univerese. My original idea was "How does space constantly expand? And will it ever cease to expand".

I put it on pastebin and would appreciate any tips given. I can't think of a thesis so would love the help. Thanks.
