I think the only thing stopping Pierce from acting like Jaeger was that he had a low trust in the Average American's capacity to learn from a superhero secret agent warrior victory like in the book. His Sermon character TV prophet even if successfully swaying the cattle would not turn the proles into actors or listeners for next steps. He knew and almost proves by the book by how fantastic the plot is that the Average American would still moo in despondent ignorance in the smoke and flames of an individual's peak excellence team backed victory. You walk away like you got this suspense of disbelief joyride but then you look around and see it cannot be because if it could it would be. All it takes is for one stupid normie to sprout a single brain cell of "yeah you know what I'm feeling inspired" but that's like growing tomatoes in Antarctica.
