The Blind Owl is really great, especially the first part. This is a better translation, Costello sacrifices some nuance for a better reading translation but the nuances are really great and tie various parts of the book together. Some of this is also because they use different source editions, but not all.

I have only read picrel version but just read the first few pages of Costello and Bashiri.

Noori (picrel version) reads like a jilted opium addicted Poe, I enjoyed it and the surreal aspects come through very well. Not a huge fan of Poe or his style and there were times it rubbed me the wrong way but no real qualms. Has one awkward bit (blue vs bruised) which he explains in his translation notes, it irked me at first but the sense of it came clear as I progressed and I think he made the right choice.

Bashiri - Would not recommend, style does not work well with the subject at all, sterile by comparison

Costello - About halfway between Noori and Bashiri, if I had researched the topic before purchasing there is a good chance I would have gone with this version for it not being so Poe-like, it reads the best but it is not as effective as conveying the MC's state of mind, feels somewhat removed.

Don't think you would go wrong with either Noori or Costello but I would lean towards Noori.
