Written-down rap lyrics rarely have regular meter. While virtually all rap is based around a 4/4 beat, rhythm in the language is achieved through patterns of inflection and cadence that are often highly variable within a single song. This is also greatly affected by the rapper's "flow," a somewhat subjective term rap enthusiasts use to refer to a variety of characteristics of an individual's delivery of their lyrics. While with many lyrics, like the stuff ITT, it's quite easy to figure out on one or two readings where the beats are, more advanced lyrics can seem formless and arrhythmic on paper. Rap is, after all, a spoken artform, not a written one.
