She's homely, sure, and that's why she doesn't count in the incel mind. The incel claim is superficially that ugly men don't get loving girlfriends. What they really mean is that ugly men who put zero effort into their lives don't get women who are one in a thousand in beauty, kindness, patience and virtue.

They're just insufferable, spoiled children. Any incel could get on tinder and bang twenty 200+ pound 3-4/10 woman at this very instant and get over their neurotic sexual hangups, but they wont, because they believe they should get the very best of everything without any effort expended: spoiled, insufferable children.
