In USSR not only did higher political positions offer no privileges, they actually had hard caps on income compared to powerless jobs
So the only ones going for high positions of power were honest heart communists

Modern day Russia still tries to put limitations or penalties on oligarchs (like not allowing them double citizenship or their children getting foreign education) but obviously it does fuck all
