If you're trying to use a library, the solution to this is to either use a university library, a private (paid subscription) library, or move to a small town with considerably fewer homeless people.

I've lived near the main library in two cities I've lived in in recent years, and never really wanted to hang out for long in either due to the homeless people. (One of these was San Francisco, the central library of which must have the portal to hell located in it somewhere. I think multiple people died in there during the two years I lived nearby.)

One solution cities could consider is to get rid of physical libraries and instead use that money to fund direct book mail service for residents. Instead of going to a library, you would use an online service to reserve a book and the city would send it to you for free with instructions regarding how you return it.
