Unless you're in an extreme minority, you would say yes.
Then you should answer why you think God's wrath in this particular situation was unjustified, or as you call it, makes him a bad guy? I see no argument from your part on this question.
Of course, the reason why you provided no arguments is because you have none. God had his reasons to let them go. He has the supreme authority over what is good and what is bad, because he IS what is good, it's part of his essence.
