This is a list of high-tier Roman Republic/Empire Novels, they tend to contain lots and lots of political intrigue.
Gore Vidal: Julian
Peter Green: The Sword of Pleasure
Robert Harris: Cicero Trilogy and Pompeii
John Williams: Augustus
Robert Graves: I, Cladius and Claudius the God
Alan Massie: Caesar, Tiberius and Nero's Heirs
Marguerite Yournecar: Memoirs of Hadrian

Graves distanced himself from it, said he did it for financial reasons. Personally I think it's one of the best books out there, and the critics seem to have the same opinion. There's at least two TV serials and one Movie. Also William's Augustus Vidal's Julian, and Yourcenar's Hadrian. Those I think are the best. What I really would like to see is a similar work on Nerva and Trajan.

Consider yourself lucky OP, for I spent the last two years reading in that genre so I can give you a decent list which is not pulp but from serious writers. Also most of these books can be found on the net:

Gore Vidal's "Julian" as a must, as is Robert Grave's "I Claudius". The latter is two books, a lot of people are not aware of that and read only the first one. John William's "Augustus" as well and "Memoirs of Hadrian" by Marguerite Yourcenar, also Dugan's "Family Favourites". Peter Green's "The Sword of Pleasure" is excellent but hard to get (borrow it on archive.org). Allan Massie wrote a lot. Not as good as the aforementioned in my opinion, but it's serious at least: Tiberius, Antonius, Nero's Heirs, Caligula, Caesar, Augustus. And then of course Harri's "Cicero Trilogy" though the last part is only on the net in Dutch.
